A civil engineer with 30 years experience in the construction sector, Allen joined the Regional Rail Link Authority as Delivery Director in 2010.
Allen has extensive experience in infrastructure project delivery, predominantly in road, rail, airport and water sectors. Recent alliance projects where Allen was the Constructor ALT representative include the Westgate Bridge Strengthening, Anthony’s Cutting, Sugarloaf Pipeline, Springvale Road and Middleborough Road Grade Separations and Barwon Water. Along with projects such as Eastlink, Melbourne Airport Main Runway widening and Brighton Bypass.
Allen is currently undertaking the procurement of three major packages of work on the Regional Rail Link Project applying the new alliance guidelines where three competitive TOC’s have been run in parallel.

Peter Skeels has over 30 years experience in the provision of financial, commercial and strategic advice within the utility and service provision industries. His past roles have included Financial Planning and Strategy, Chief Financial Officer and General Manager, Customer Services. Peter is currently employed with Gippsland Water where his substantive role is General Manager, Operations.
Peter has been extensively involved in the justification, financing, construction and delivery of the Gippsland Water Factory project, a $230m advanced wastewater treatment and recycling project located near Morwell, Victoria. This project was delivered utilising an alliance procurement methodology, Peter is the current chair of the Alliance Leadership Team.
Peter holds a Bachelor of Business, Monash University with majors in Accounting and Economics and is a Fellow of the Australian Society of Certified Practicing Accountants (FCPA).

Since 9 May 2011 Duncan Gibb has been Alliance Manager for the Stronger Christchurch – Infrastructure Rebuild Team charged with rebuilding Christchurch’s horizontal infrastructure (water, wastewater, drainage and roading) after the earthquakes.
Key challenges have included the transitioning of multiple contractor and owner participant organisations into a single high performing team whilst maintaining an existing emergency response and infrastructure rebuild programme established to respond to the initial September 4th event.
Prior to this Duncan held a number of General Management and Project based roles in Australia and New Zealand to deliver in excess of $3.5 bill worth of major infrastructure projects many of which were delivered under Alliance contractual delivery agreements.
Duncan feels priviliged to be part of the Rebuild Team and is enjoying the challenges and opportunities associated with living in the Canterbury region.

A project director with Major Projects Victoria, Annette was appointed Alliance General Manager of the SCPR when the alliance was formed in mid-2009. SCPR is Victoria’s first building project to be delivered as an alliance, and only the second in Australia. Stage 1, the $128.5m redevelopment of Hamer Hall, Melbourne’s iconic concert venue, will be completed in mid-2012.
Annette has over 15 years of leadership experience in the construction industry in both Australia and the US. Her broad background includes project management, strategic planning, urban renewal and heritage redevelopment. Working predominantly for government and not-for-profit clients, she has managed large and small projects of key cultural and civic importance, including leading the development of the Connecticut Science Center in the US and project managing AAMI Park in Melbourne.
